I think it's better if the newly created character is God 12 immediately with s4e set or s5r set. There will be more players if you do that GM. Because if the starting player is lvl 1, he will lose the desire to level up especially if the pursuit is only pvp. I think my suggestion is good. Think carefully GM if you want more players here on your server. more players more income.
