I think it's better if the newly created character is God 12 immediately with s4e set or s5r set. There will be more players if you do that GM. Because if the starting player is lvl 1, he will lose the desire to level up especially if the pursuit is only pvp. I think my suggestion is good. I agree with you cause the agreement for this suggestion will make many player come to play & to enjoy ^^
