You should always focus on training heroes and level up them. Skills of the heroes are more important than the star levels. For example, 1☆ Maximus is better than most 4☆ heroes if you use him right. His skill dmg all of the opponents.
Moreover, the heroes and their level are more important than the troop tiers. Level 100 Maximus with tier 1 troops can beat a level 30 5☆ hero with tier 4 troops.
