I would say no as it seem to be more like a small combo scroll with 2 dash attacks why not skip the combos and just make it all about the flying thunder god technique. One dash the does some combo with teleporting around them and one that just sets up a temporary one-use spawn point. On a side note that first sentence sounds like a reworded Barry Allen: The Flash lol.
Knock off the special interaction. +5 and +7 SPD can be compared easily. Also, this is purely my 2 cent ; People are going to use this as a reverse attack booster. Love that 10% crit though. Support.

Sprite sheets, but you have to animate it with photoshop i think there was a guide on OGP maybe you will find it on archive or something
