That is a very hard deco to make, because the horn of sacred blue dragon drops rarly from the Dragon boss. Also can't be bought from others players. Same with black tortoise one. It is recommended to do level 4 the white tiger or red phoenix, cause the drop is very easy to get (skin of white tiger or red phoenix feather).
