He probably means that attack speed goes up to 100% and recast time & cooldown go to 50%. There is nothing unfair about this
100% attack speed increase is the same as a 50% reduction. They both double the speed of the attack/cast compared to standard speed
If you are saying that recast and cooldown should also go up to 100%, then you really aren't thinking what that means. It means spamming buffs/skills over and over instantly. Some examples, a healer would be able to spam evade trap over and over, another would be nuker using evade+ crit buff over and over. Warriors spamming anti-crit buff over and over and hybrids spamming shield over and over. That is what you call a broken game. Next time, spend more than 5 mins and reconsider such ignorant ideas before coming on forums and complain.
