Sure can do. It comes in 2d variants in the Happy Day Pack (formerly 2D Scroll & Exo Box Package) & comes in a 5 day variant in the set package.

As of right now, no. If you need a timed Dragon quickly, gather Golden Tickets to grab some Top 10 Scroll Boxes. Golden Tickets are inside Bonus Presents, which is given to you for every 10,000 EXP you gain. EXP Cats will count towards this amount. If you disconnect at or before the scoreboard, you will not gain any EXP. The easy way out would be to purchase Dragon with your carats or RC.
