My guess would be, that it is a way to close the gap between f2p and p2w players. The xtreme weapons are already so powerful without refinement. If they would have been refinable then paying players would feel like they got the short end of the stick.
You can farm mcg buy taking out that plastic card of your in your wallet. And stop swiping it like a mad man with boxes
