yeah, it still has the same effect and tbh it got boring now that every "another" scroll has the same effect.

I think it's damage reduction from the multi-hits. It's like Rage's KKPP rapid punch, and how it gets lots of damage reduction on each punch.

 

Fixed damage is what it implies. Damage that is always fixed, regardless of air, standing, or grounded position.

Take Eagle Claw for example, the last punch input is always fixed damage dealing:
30+30+30+30+60 [180] damage.

It does not matter if they're in the air, when there's supposed to be damage reduction or if they're grounded. It will always do that amount.

That's what makes Eagle Claw's neutral stats juggle so powerful, but also why there's not much benefits to strength stacking on it too.
