deco Bloodsea dragon is bugged

GM please check new deco bloodsea dragon from 3rd year event
the op of this deco seem does not work any more

 

Maybe the cooldown capped at 50%.

i don't think so, cuz my friend use wind rain set and countdown and speed increase to 75%, GM please check deco
