The Sealed weapon cannot be refined, which is why you cannot add a protective item to it. Only the Unsealed weapon can be refined.

Go to Loulon. Go to the east (right of map and enter the fortress. It's on the top level of the mountain not the ground level. If you can't find it Press E and scroll all the way down to the bottom of the choices and select courier pass to get there.
