Yang Woongtae?

I was looking at my relics and the slots for them and noticed one slot says you can open it with the Yellow Dragon Jade at the Hefei NPC Yang Woongtae. So my question is where is Yang Woongtae (I could not find him in Hefei) and where does one get the Yellow Dragon Jade? Is it something you have to buy in the Item Mall or is it an in-game item?

 

Nobody knows anything about this?

the npc name in the description is wrong I’m pretty sure.
I think npc is near mo tailan and blacksmith in Hefei
