EU will always be separated from NA. Each event can be hold so long as at minimum 8 entries are present tho the prices are currently ratio'd for 40-60 players entered so if only minimum players enter then the prizes will be cut from the top8 to the top4 only with reduced RC payout.

It's kind of diferent from OGP if you comparing to OGP. [CA]'s were making such events with the autorisations of [GM]'s. You should ask [GM]'s first if they allow you to do an event likes this + with "big prizes that you listed" but in all honesty i doubt they'll allow you, since there's no [CA]'s anymore. And in case you already asked Gourdy he should write down below that the event is allowed.
