Steps and med c11,c12

Hey guys. I was opening some cases of conqueror and I dropped steps and meditation Cheng 11 and 12 book. But it doesn't seem to be upgrading to 100% and whenever I try to read the tome it says that I haven't met the required conditions. Is it even possible to read the book?

 

This meanes your skill must be at 100% to read these tomes for the next lvl book. So c10 100% you can read c11 and c11 100% u can red c12

 

Yeah I know that but if I turned them on the % amount doesn't increase

 

It should be c11 or c12 double check the C lvl

 

I have both c11 and c12 but the skills are stuck at c10 0%. The percantage isn't increasing.

 

A lot of skills are bugged and max out a C10 0%. Idk if this is something they will ever fix.
