Eagle Claw just started getting relevant for some reason. After my buddy bought it, literally half of my buddy list either bought it or was asking for a trade. Eagle Claw is really strong in good hands. The hurtbox shifting on the kicks and punches have great mindgame potential (kick combo ignores recover kick from the back). On top of its solid damage, the special also hurtbox shifts giving you 200 free damage if the opponent does anything except roll away.

Pretty much, every new scroll that is coming out requires less and less skill to use than the previous and is more op than the previous. Haven't seen a new scroll that requires skill to use, if any at all.
Because of the wind up on the kicks, it can be difficult to counter if you don't play against it often. The scroll is pretty linear with a lot of movement, so it's pretty bad if you can't read your opponent's drifting. I'd say it's around A- Tier or so.
