Well given its tools, it plays one of the strongest, if not the best wake-up game. Its kG can dodge recover kicks, while the dash-omni grab covers all other options.

Its combos also effectively help with its wake-up game strategy. The punch combo knocks up, while the kick combo can be used to hit confirm for a juggle (which is a knockup for a wake-up game).

The fact that both its punch and kick finishers can be angled safe, means both the punch and kick can be used to pressure quite effectively. Most scrolls don't have the luxury to angle safe. It's especially very rare for a scroll to have a kick combo that can angle safe as well.

Basically, the strongest Omni grab scroll to date [yes the dash omni grab is an omni grab].
It's one of those scrolls that can rushdown so easily compared to other scrolls.
And a very safe scroll as well

 

Boran literally can kG any delayed attacks and is only punishable by drifting
Shoot has terrible range but its infighting makes up for it boran has a similar trait
It simply requires some aim and knowledge of where your hitboxes will go
The scroll is suspectible to drifting and punishment but will shutdown anything in terms of pressure defensive or offensive

Shadow Ninjutsu requires another tier (S- ?) to signify that it is under Sage, but better then any other scroll currently

Hunter on the top of A tier(tentative)

 

I think Shadow's stun and recovery are just too bad for it to be considered anywhere above A. Maybe top of A? I'd like to see some elaboration on this.

Also Hunter feels middle of the pack A scroll. It has huge damage output and potential, but the stuns and range are weak.

 

For hunter, the range isn't weak at all especially on the kick combo

Shadow Ninjutsu simply has too much stun for other scrolls to combat it. From what I've experienced the kick combo is safe on block. With plums first kick +increased stun and punch you can simply stay outside and outstun any attempt to retaliate, similar to sage. None of the shadow inputs are counterable. Only problem I see with it is hard to control nature and lack of pressure options like Sage, but if used correctly you can't be touched
But I haven't had it for long so tell me what you think is wrong with it

I'm excited for the scroll tier update

even though I'm not as active anymore it's always entertaining to see how the scroll meta changes

hopefully this list gets frequent updates and stickied

 

I expect Volador to shoot up in the tier list.
