This issue typically occurs when your Windows Security/Defender or Anti-virus software is blocking the a file with a false positive read usually .exe files. Make sure that upon re-installing that you check your Windows Security/Firewall for any blocked files quarantined or deleted a file by checking Windows Security>Virus Protection>Protect History.
